How would I deal with racism on other sites? I'm being harrased on dA and then the stalker went to my facebook and my formspring and ask me all these questions calling me offensive terms and now I'm worried. And this isn't some simple joke this is serious and I don't know what to do, I alerady reported harrasment on the person to dA but what if he/she makes a new account and keeps going?

Deviantart had certain bans to put on people to prevent them from making new accounts, based on their IP address, so if they do make new accounts, they can ban the computer they're making them from. They may find another computer, but most people don't have more than three, so as long as you make sure to report them, they'll eventually be removed completely.
As for on your Facebook, I suggest changing the privacy settings on it to be more private as opposed to public, where the person can post on your pages and things. Remove them from your friends list (if you have them on it) if somehow they're on it. Report them on Facebook for harassment.
I have no idea what formspring is, so I'm afraid I can't help you there. ^^;
I'm assuming this person is truly trying to be offensive and not someone who is just a spiteful friend. So, I would not suggest talking to them, because most people will simply twist your words to insult you more, let alone the fact that often this tells them that you're noticing them and that they're getting to you.
I'm sorry I can't really help very much practically, and I am at as much of a loss as you in terms of what you should do...

I reported them already to dA. And the formspring is a place where you go and ask question to people and it was really rude. I was kinda hurt but not all the way hurt.

First thing:
I am truly sorry some people are assholes, and that the ignorant words hurt your feelings.
*hugs*
Second: I would suggest ignoring the person, responding just shows them that it works.
I hope you are able to get rid of them, and try not to take any of it to heart darling.
But as Azu said, try turning your accounts to private, and try to report the person to Facebook as well.
